Answer:

This error is caused by installing a new version of ImportOmatic, then uninstalling it and installing an older version. When this happens the the installer adds entries to the registry to point to the new version of IOM that no longer exists since it was uninstalled.

To correct this install the latest version of ImportOmatic.
