Answer: 

The Consent fields are found under the Constituent>Consent area in the Raiser's Edge Field column. Multiple consent records can be imported by using the grouping column and assigning the same number to each piece of the different consent records.

Consent records cannot be updated in The Raiser's Edge, only new records are added to constituents.
