Answer: 

The Raiser's Edge Business Rule Allow multiple constituent registration must be turned on.

In the data file, each participation record will be on its own row with a unique participant import ID for each one.

In the ImportOmatic profile, map the fields.

Under the Participants area, select continue processing the data row and always create new participant if Import ID does not match an existing participant.
