Answer:
If a record cannot be matched or added to Luminate Online it will result in an error and added to an exception file.
If a record is not in the group and is not in the exception file, check the record in RE to make sure the email address being sent over is not marked as Inactive. Inactive emails may be excluded from the Group Sync process.
In the RE:Export created to define the profile fields, you can select whether to include Inactive phones/emails:
