To resolve this error, follow the file path shown in the full error message, for example, C:\Windows\Microsoft.NET\Framework\v4.0.30319\Config\machine.config line 167 

1. Open the "machine.config" file in notepad

2. Search for the text “<DbProviderFactories/>” 

3. Delete the row and save
