Hi Alyson,
You actually don't need a regular expression dictionary for this, a normal dictionary will do the trick. This dictionary replaces "True" with the value "skip row" and there is a check box next to "Create Exceptions (Skip Row)". If the value is false it is set to replace with blank, and there are no check boxes checked.
