RegEX to add leading zero on UK phone numbers adding phone number of 0

In IOM we are using a RegEX to add leading zeros to phone numbers for csv files because the leading zero automatically gets trimmed.  

The RegEX is Matching Value ^ with the Replacement value of 0

Unfortunately, if the phone field in the file is blank the dictionary is creating a phone record in Raiser's Edge where the number is '0', in these instances we obviously don't want a phone record created at all.

Does anyone know how to resolve this?

Sorry for the delay in replying. How many numbers is the number without the leading zero? You could use this:
Replacement Value     0$&

Value to Match On       ^\d{X}?$

Where it says X put in the number of digits.

RegEx turned on.
