Proposals are linked to actions by their Proposal Name.

Include a column in the data file for the Proposal Name, and map it to Record Type = Action and Value Type = Proposal.

The proposal has to either exist on the record, or needs to be imported at the same time as the action. The proposal name will need to be an exact match to the proposal name on the Prospect tab.
