Answer:

This error occurs when importing gifts through List Management and the option to import list members as full constituents is not selected in the profile. Gifts can only be added to full constituent records.

If importing gifts through List Management, in the left side navigation pane under General Settings, select the option to Add all records as "full constituent records".

The gifts can also be imported through ImportOmatic. When the non-constituent list member record is matched, IOM will automatically promote the record to a full constituent record.
