Answer: 

When mapping a gift batch number from the data file, the gifts must be imported directly to the constituent's record. This cannot be set when importing to RE Batch.

To import the batch number from the data file, remove the option to import to a batch in Gifts in the left side navigation pane.

To import the gifts to a batch, and allow RE to set the batch number, set the batch number from the data file to Ignore in the Field Map.
