Proposals are linked to actions by their Proposal Name.

Include a column in the data file for the Proposal Name, and map it to Record Type = Action and Value Type = Proposal.

The proposal and action can be imported at the same time. If there isn't a column for the proposal name in the action, a virtual column can be set up to copy the proposal name.
