The only option is to change to a different user or update the impacted user's security settings as its an FE restriction.

In FE > Administration >  Set up system security > On the group that contains the user > Shared Components (on the left side) > Bank Accounts (on the right side) > Options > Payroll (on the left side) > On right side are the options that are affecting this issue.
