This error occurs when attempting to import data that has duplicate record information on consecutive rows with 'validation mode' activated.

Validation mode creates a transaction that is not committed until the end, because those two records have duplicate rows (finding the same record) the first row is locking the record for the second row.

We cannot address this, validation mode is strictly for testing, not for actual importing.
