Answer: 

The FTP destination connector cannot be used in the Blackbaud Hosting environment. In order to connect to an FTP server, certain ports need to be open and hosting does not allow any open ports except for the ones that are necessary. The ports needed for FTP connection are not the ports that hosting uses.
