Answer:
There is a Raisers Edge constraint where non-constituent records cannot have non-constituent relationships.
When full constituent records that are related are demoted to non-constituent records, that relationship link will be broken.
One workaround is to import all records in to LM without the Individual relationships records but instead using attributes to track the relationships. The attribute category can reference the type of relationship (for example, patient & guarantor or student & parent), the description can list the name of the relationship (text data type) and any additional info if needed can be stored in the attribute comments. The attribute date could also be used to track when the relationship was created. It will require the need to have to manually create the relationships once the records are promoted to full constituents
